OpenAI and the Government of Malta have announced a world-first partnership to roll out the premium ChatGPT Plus service to all Maltese citizens and residents. Under the newly launched “AI for All” initiative, participants who complete a government-backed AI literacy training course will receive a complimentary one-year subscription to the tool, which normally costs $20 per month. The programme aims to democratise artificial intelligence, equipping students, families, and the workforce with practical digital skills to navigate the modern economy.

The Malta Digital Innovation Authority is handling the first phase of distribution this month. To claim the free subscription, participants must hold an active European Union eID account and complete the training module. Officials confirmed that the program is fully inclusive, extending to eligible Maltese citizens residing abroad as the infrastructure scales up.
OpenAI Explores Strategic National Adoption Frameworks
This agreement marks a significant expansion of the "OpenAI for Countries" initiative, a framework designed to assist governments in transitioning from early interest to structured, national-level tech integration. Rather than employing a single standardized model, OpenAI tailors these programs to local priorities like workforce training, startup support, and public services.
George Osborne, Head of OpenAI for Countries, praised the Maltese authorities for their vision, noting that the company views artificial intelligence as an emerging national utility similar to electricity. The financial terms of the pioneering agreement between the California-based tech firm and the Mediterranean nation have not been disclosed.
Global Expansion in European Education and Public Services
Malta's comprehensive nationwide rollout follows several smaller-scale public sector partnerships managed by OpenAI across Europe. The company previously collaborated with the government of Estonia to provide customized ChatGPT Edu access to all secondary school teachers and students. Additionally, a separate initiative launched alongside the Greek government is focused on expanding AI capabilities within public administration and civil services. By combining local education with direct application access, Malta’s model creates a structured blueprint that OpenAI hopes other countries will replicate to safely accelerate public AI adoption.
