The Department's Student Privacy Policy Office (SPPO) is investigating reports that a Pride Month display at Graham-Kapowsin High School in the Bethel School District included vials of testosterone, a controlled prescription medication. Federal investigators will examine whether the district complied with PPRA requirements, including whether parents were permitted to review instructional materials upon request and whether they were given opportunities to opt their children out of surveys, evaluations or other activities requiring parental consent under federal law. The Department also said it will review reports concerning parental involvement in decisions affecting students.

Denver Public Schools Faces Dual Federal Investigation
In Colorado, the Department is investigating allegations that a teacher at a Denver Public Schools high school required same-s*x students to kiss each other in front of classmates during a classroom exercise. The SPPO will review whether the activity triggered parental notification or opt-out rights under PPRA.
Separately, the Office for Civil Rights will investigate whether Denver Public Schools responded appropriately to the reported incident under Title IX, the federal law prohibiting s*x-based discrimination in educational institutions that receive federal funding.
Denver Public Schools has said it placed the teacher on administrative leave after students raised concerns, conducted an internal investigation, and later terminated the teacher's employment. The district said student safety and well-being remain its highest priorities and that it is preparing its response to the federal inquiry.
Department Cites Parental Rights Enforcement
The Education Department said the investigations are part of its efforts to enforce federal parental rights laws. Student Privacy Policy Office Director Frank Miller said the agency is examining whether parents' rights to review educational materials and opt their children out of certain activities were adequately protected.
The Department also said the Office for Civil Rights will determine whether Denver Public Schools met its obligations under Title IX in responding to the allegations.
