US President Donald Trump has promised USD 5,000 to every American adult citizen if Republicans win control of both the House of Representatives and the Senate in the 2026 midterm elections, pitching the move as a choice between a personal cash windfall and economic ruin. In a Truth Social video posted on Saturday, Trump repeated a commitment he first made last month at the Republican National Committee's inaugural midterm convention in Dallas, saying, "If Republicans win the House of Representatives and the Senate, I'm going to give all adult citizens in the United States of America $5,000." He has branded the proposal the "Republican Dividend".

Trump also warned of dire consequences if Democrats prevail. "If the Democrats win, you will have an economic depression, much like 1929," he said, adding that Democratic policies would raise taxes and cause a "disaster". The video offered no economic analysis to back that forecast.

How Would The Payments Be Funded?

Trump estimated the Republican Dividend would cost roughly USD 1 trillion and said the government could afford it because tariffs were bringing in "massive amounts" of money. He also claimed that USD 21 trillion had been invested in the United States over the past 15 months. The proposal makes no distinction between taxpayers and adults who owe no federal income tax. Nothing has been said on whether Congress must approve the spending, how tariff revenue would be allocated, or when any cheques could arrive.

What Do Polls Say About The Offer?

Recent surveys suggest the idea has some appeal, but few voters believe it will materialise. An Economist/YouGov poll found likely voters opposed the proposed cheques by 45 percent to 43 percent. Among all registered voters in the sample, 48 percent favoured sending USD 5,000 to every adult citizen, while 40 percent opposed it. Yet only 38 percent called it a good idea, against 45 percent who called it a bad one. Sixty-one percent said Trump probably or definitely would not deliver the payments if Republicans retained Congress, while 22 percent expected him to. A separate Verasight survey looked at electoral impact. It found 33 percent were less likely to vote Republican because of the pledge, 15 percent were more likely, and 52 percent said it made no difference. Voters aged 18 to 29 split 41 percent less likely to 19 percent more likely, while independents split 31 percent to 12 percent in the same direction. Sixty-three percent of Republicans said the offer would not change their vote. The survey covered 1,500 US adults from September 16 to 21, with a margin of error of plus or minus 2.6 percentage points.

Other Payments Trump Has Floated

Trump cited the USD 1,776 "warrior dividend" paid to eligible service members in December 2025 as proof he can deliver. "Everybody got their money," he said. "I did it, and I do it again."

The idea has shifted form several times. The DOGE Dividend surfaced in February 2025, when Azoria CEO James Fishback proposed returning 20 percent of savings generated by the Department of Government Efficiency. Trump and Elon Musk backed the concept of USD 5,000 payments to taxpayers, but it never moved beyond a proposal. A tariff dividend then appeared later that year as a possible USD 2,000 rebate for working-class families, before evolving into the current USD 5,000 midterm pledge.

This week, Trump also said checks of "nearly $100" would go to millions of seniors to help cover Medicare Part B premiums, and suggested residents near data centres could receive a dividend. A targeted USD 500 Affordable Care Act premium rebate is already being distributed. No payments under the USD 5,000 plan have been approved, funded or sent.
