8th Pay Commission: Check Where Panel Will Hold Meetings Across States in October 2026
The 8th Pay Commission will hold stakeholder visits in Bengaluru (Oct 7–8) and Mumbai (Oct 22–23) to assess employee conditions, including Central Railway staff. New Delhi, September 25:Â The 8th Central Pay Commission (CPC) has announced a new round of nationwide stakeholder consultations for October 2026, scheduling key visits to Bengaluru and Mumbai. The panel, tasked with recommending revised pay, allowances, and pensions for over 1 crore central government employees and pensioners, is gathering field evidence and direct employee feedback before finalizing its report, which is expected by May 2027.
The commission’s upcoming decisions will affect approximately 50 lakh active central government employees and roughly 65 lakh pensioners, a cohort that includes defence personnel, civil servants, and railway workers. Central government personnel make up nearly 0.7% of India’s 60-crore workforce and roughly 9% of its formal employment sector.
Bengaluru and Mumbai Consultation Schedule
According to notifications issued on the commission’s official portal, the panel will hold hearings in two major commercial hubs in October:

Bengaluru (October 7–8, 2026): The panel will conduct discussions with employee unions, pensioner associations, and regional stakeholders across Wednesday and Thursday.

During the Mumbai visit, the commission is scheduled to inspect facilities under the Central Railway (CR) Zone. According to earlier communications from the Ministry of Railways, this visit aims to give members first-hand exposure to the daily operational conditions of railway workforce personnel.
Scope of the Commission's Review

Under its Terms of Reference (ToR), the commission is reviewing structural changes across several key components of central compensation:

Allowances, including Dearness Allowance (DA), Dearness Relief (DR), and House Rent Allowance (HRA)

Promotion pathways, annual increments, and non-monetary benefits
The panel closed public suggestions on June 15 and completed department data collections on July 31, followed by the onboarding of expert consultants in late August.
Expected Timelines for Delivery and Rollout
The panel operates under an 18-month charter, setting an official report submission deadline of May 2027, though interim recommendations could emerge between February and April 2027.
Historical rollout schedules indicate that implementation does not occur overnight. After the submission of final recommendations, government evaluation, cabinet approvals, and departmental implementation typically span two to three years. Consequently, financial adjustments recommended in 2027 are expected to be fully phased in between 2029 and 2030.
