The 8th Pay Commission has crossed a key milestone after completing the data collection process from ministries, departments and Union Territories, marking the end of the first major phase of its work. While this is an important development, central government employees and pensioners will have to wait longer for any announcement on revised salaries and pensions.

The deadline for ministries and departments to upload employee-related data through the Commission's online portal ended on July 31, after being extended from the original June 30 deadline. The collected data will now be analysed to assess the cost of implementing a new pay structure and identify areas where changes may be required. This exercise will form the basis of the Commission's recommendations to the Union government.

With the data collection phase complete, the Commission will move to consultations with employee unions, pensioners' associations and government departments. However, the completion of data submission does not mean that revised salaries have been approved. The Commission still has to examine the data, hold consultations, prepare its recommendations and submit its final report. The Union government will then decide whether to accept the recommendations, either fully or with modifications, before any salary or pension revision comes into effect.

Constituted roughly once every 10 years, the Central Pay Commission reviews the salaries, pensions and allowances of central government employees by considering factors such as inflation, the cost of living, economic conditions and government finances.

Employee organisations have already submitted memorandums seeking a higher fitment factor, changes to the Dearness Allowance (DA) formula, revisions in allowances, tax relief and improved pension benefits.

Although the Commission has not announced a timeline for its final report, the completion of the data collection phase is expected to accelerate the consultation and drafting process in the coming months.
