8th Pay Commission Update: Next Dearness Allowance Hike Likely in September

The 8th Pay Central Pay Commission (8th CPC) has concluded a significant regulatory phase by closing the deadline for stakeholder memoranda submissions on June 15. Operating under terms of reference approved by the Government of India in October 2025, the commission has approximately 10 months remaining to complete its structural review. Its final recommendations will determine revisions to salaries, pensions, and allowances for an estimated 55 lakh serving central government employees and roughly 69 lakh pensioners nationwide.

Key Union Demands Focused on Pay Hikes and Pension Schemes

Following the closure of the official web portal for submission, central government employee unions and associations have consolidated their demands. Beyond core wages, the submissions extensively address retirement security. Associations are actively seeking a comprehensive review of the National Pension System (NPS) and Unified Pension Scheme (UPS) frameworks, with many demanding a full restoration of the Old Pension Scheme (OPS). Demands also encompass improvements to House Rent Allowance (HRA), risk pay, bonuses, and medical benefits.

"With the closure of memorandum submissions on 15 June, the 8th Central Pay Commission has completed an important stage of stakeholder consultation," said Manjeet Singh Patel, President of the All India NPS Employees Federation. "The commission is expected to thoroughly examine the suggestions received from employees, pensioners, judicial officers and other stakeholders, and conclude its remaining deliberations expeditiously," he added.

Next Round of Dearness Allowance Projections Slated for September

Alongside long-term pay structural updates, individual adjustments via Dearness Allowance (DA) remain on a separate biannual timeline. Following an official announcement on April 18, which retroactively raised the January 2026 DA and Dearness Relief (DR) by 2 percent to a total of 60 percent, attention has turned to the upcoming late-year installment. “Dearness allowance is typically announced in September, although in some years the announcement may be delayed until October,” Patel explained, regarding the scheduling for the second DA installment.

The July 2026 DA hike depends tightly on the All India Consumer Price Index for Industrial Workers (AICPI-IW) data published monthly by the Labour Bureau. The latest figures from April 2026 showed a 0.8-point surge to 149.9. Economists and officials note that upcoming figures for May and June 2026 will definitively shape the baseline. “This is because, for determining dearness allowance, the government needs at least two months of data," Patel added. "The July data alone cannot be used to decide the DA applicable from July to December. Therefore, the government uses an average chart based on two to three months of data," he said.

On-Site State Consultations Gather Local Data

To balance digital submissions with real-world feedback, the 8th CPC is executing a rigorous itinerary of regional tours to meet local administrative bodies and worker representations.
