Delhi Police has issued guidelines on the proper handling and display of the Indian national flag ahead of the Cockroach Janata Party’s ‘Lehra Do Tiranga’ march in Connaught Place. More than 6,000 personnel have been deployed amid prohibitory orders and a ban on the protest.
The Delhi Police has issued a set of guidelines on the proper handling and display of the Indian national flag ahead of the Cockroach Janata Party’s (CJP) scheduled ‘Lehra Do Tiranga’ march at Connaught Place on Friday, October 16. The advisory, based on the Flag Code of India, outlines the dos and don’ts that people must follow while displaying the Tricolour.
The guidelines come amid heightened security arrangements in central Delhi, with more than 6,000 police personnel and 220 companies of the Central Armed Police Forces (CAPF) deployed to prevent any law-and-order situation. The Delhi Police has urged people to stay away from the march, for which permission has not been granted.
According to the police advisory shared on X, the national flag must be hoisted at a respectable place where its dignity and distinctive identity are maintained. The guidelines also state that the Tricolour must never be hoisted upside down, with the saffron band always positioned at the top.

The police further clarified that the national flag should never be displayed at half-mast unless directed by the government on designated occasions. It must not be used as a curtain or cloth, including at private funerals, or be printed or embroidered on items such as handkerchiefs, napkins, cushions and dress material. The advisory also prohibits incorporating the Tricolour into clothing or uniforms. People have been advised not to write or print lettering on the flag or use it to hold, carry or cover objects. However, flower petals may be placed inside the flag before hoisting it on special occasions and national days.
The Delhi Police said the Tricolour must be displayed separately and prominently during the unveiling of a statue or monument and should not be used to cover the structure. It must also never be allowed to touch the ground or floor, be dragged through water or be used to cover a building. Why Is Delhi Police on Alert Ahead of CJP Tiranga March?
The CJP announced the march at Connaught Place’s Central Park amid a stand-off with the Delhi Police over demonstrations against Chief Election Commissioner Gyanesh Kumar. The arrest of CJP members Saurav Das and Ashutosh Ranka is among the triggers behind the proposed protest.
Ahead of the march, Delhi Police detained CJP founder Abhijit Dipke from his residence. The police had earlier served him a notice prohibiting a protest at Connaught Place, citing potential traffic disruption, stampede risks and threats to public safety.
Although permission for the march has been denied, the police have offered to facilitate a select group of protesters to wave the national flag at an alternative location. Prohibitory orders are in force in Connaught Place and adjoining areas.
Meanwhile, the New Delhi Municipal Council (NDMC) has announced that Central Park will remain closed to the public on October 16 and 17 for administrative reasons.
