Uttar Pradesh Chief Electoral Officer Navdeep Rinwa has rejected a report alleging that 16.18 lakh “mysterious” voters were added to the state’s electoral rolls during the Special Intensive Revision (SIR), saying the claims are factually incorrect. The clarification comes months ahead of the 2027 Uttar Pradesh Assembly elections, amid continuing scrutiny of the voter-list revision process.
UP CEO Says SIR Process Was Transparent
Rinwa said the SIR exercise in Uttar Pradesh was conducted in a transparent manner and in accordance with the Representation of the People Act, 1950, the Registration of Electors Rules, 1960, and guidelines issued by the Election Commission of India. The CEO's clarification followed a report published on October 6 that raised questions over 16.18 lakh Form 6 applications seeking inclusion of names in the electoral rolls. The report alleged that details relating to these applications had not been disclosed earlier. Goa CEO Releases Status Report on 97 Left-out Voter Cases; 88 Form 6 Applications Accepted.
What Is Form 6 in Voter List Revision?
Form 6 is used by eligible citizens to apply for inclusion of their names in the electoral roll. During the SIR process in Uttar Pradesh, a large number of applications were submitted for addition of names. According to data reported earlier, more than 70.69 lakh Form 6 claims for inclusion were received between January 6 and March 6, while 2.68 lakh Form 7 objections seeking deletion of names were filed during the same period.
UP Voter List Revision Ahead of 2027 Polls
The SIR exercise assumes significance as Uttar Pradesh is scheduled to hold Assembly elections in 2027. The revision process has been closely watched by political parties amid wider national debates over voter-list verification and electoral roll changes. The Election Commission has maintained that the exercise is aimed at ensuring accurate electoral rolls by identifying eligible voters and removing duplicate, deceased or otherwise ineligible entries. The process has, however, drawn criticism from opposition parties over concerns about voter exclusions. SIR Notices: Congress Asks ECI To Address Voters’ Concerns Over Risk of Name Deletion.
CEO Rejects ‘Mysterious Voters’ Claim
Rinwa's latest statement seeks to clarify the controversy surrounding the reported 16.18 lakh voter additions. The UP election machinery has maintained that the SIR process followed established legal procedures and Election Commission guidelines. The clarification comes as voter-roll revisions remain a politically sensitive issue in Uttar Pradesh and across several states ahead of upcoming elections.
