The Goa Tourism Department has issued a stringent administrative order classifying 19 common tourist-spot activities as punishable "nuisances", introducing heavy penalties ranging from INR 5,000 to INR 1 lakh for violators. Signed by Tourism Director Kedar Naik, the updated framework empowers local police and tourism officials to take immediate legal action without waiting for a formal complaint, aiming to curb public disorder, environmental damage, and unauthorised commercial operations across the state's coastal stretches.
Strict Penalties and Legal Framework
Under the new guidelines, fines start at INR 5,000 and can scale up to INR 1 lakh depending on the severity of the offence. In addition to monetary penalties, offenders face potential prosecution under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023, which penalises the disobedience of lawful orders issued by public servants. Banned and Restricted Activities

- Unauthorised Events and Gatherings: Organising beach parties or events without official permission.
- Unlicensed Personal Services: Hiring unregistered guides or masseurs on beaches.
- Illegal Ticketing and Operations: Buying or operating unauthorised river cruises, water sports, and tickets from unofficial counters or unauthorised vendors.
- Public Consumption and Littering: Drinking alcohol outside designated areas, leaving or breaking glass bottles, cooking in open public spaces, and general littering.
- Environmental Pollution: Throwing waste onto beaches or dumping sewage, chemicals, oil, and pollutants near coastal zones.
- Vehicular Restrictions: Driving vehicles directly on beaches, or blocking emergency, lifeguard, and beach-cleaning vehicles.
