A 29-year-old Brooklyn resident has pleaded guilty in federal court to orchestrating a multi-year health care fraud scheme that defrauded New York State Medicaid of approximately USD $65 million. Ahsan Ijaz admitted to billing the state program for social adult day care and home health care services that were never rendered, making him the 10th defendant to enter a guilty plea in connection with the operation.
Kickbacks and False Billing
According to court documents, Ijaz was an owner of Happy Family Social Adult Day Care Center, Inc., Family Social Adult Day Care Center Inc., and Responsible Care Staffing Inc., all based in Brooklyn, reports the US Department of Justice. Over a span of approximately seven years, the businesses utilised cash kickbacks and bribes to induce Medicaid recipients to enrol. The centres then submitted fraudulent claims to Medicaid for services that were not provided - including billing for care during periods when recipients were out of the United States.
Charges and Sentencing Schedule
Ijaz pleaded guilty to conspiracy to commit health care fraud. He is scheduled to be sentenced on March 10, 2027, and faces a maximum penalty of 10 years in prison. His final sentence will be determined by a federal district court judge after reviewing the U.S. Sentencing Guidelines and statutory factors. The case was investigated jointly by HHS-OIG, HSI New York, and the NYPD, and is being prosecuted by the Justice Department's National Fraud Enforcement Division alongside the U.S. Attorney’s Office for the Eastern District of New York.
