VFS Global Under Scrutiny After EU Inspection Reports Flag Visa Processing Concerns in India
The operations of VFS Global, the world’s largest visa outsourcing corporation, have come under intense scrutiny following the disclosure of over 150 internal inspection reports by European authorities. The documents, spanning from 2020 to 2025 across 20 European Union (EU) member states, flag critical operational deficiencies, data protection vulnerabilities, and aggressive sales practices within the company's visa application centres, most notably in India.
The investigative findings, obtained via more than 40 Freedom of Information (FOI) requests submitted to the European Commission and various EU governments, were published by the Netherlands-based investigative newsroom Lighthouse Reports in collaboration with international media outlets, including The Indian Express.
Data Risks and Systemic Lapses
A central concern highlighted by European inspectors involves the mishandling of applicants' sensitive personal and biometric data. According to an implementation report based on 2022 inspection findings, the biometric identifiers of Schengen visa applicants were being saved onto unencrypted compact discs (CDs) for physical transfer from VFS offices to consulates. Scanned application documents were also stored on separate unencrypted discs. New US Green Card Rules: Temporary Visa Holders Must Return to Their Home Country To Apply.
Furthermore, auditors discovered that VFS staff had occasionally transmitted biometric data over open, unencrypted emails to remedy collection errors. In some centers, compact discs containing older data were not destroyed within prescribed timelines, with some discs dating back 18 months recovered on-site despite the presence of functional shredding machinery.
'Visa Shopping' and Appointment Mismanagement
Internal records from an October 2023 visit by a 20-member EU delegation to India detailed widespread operational problems. Member states noted a lack of structural oversight, wrong data entry, incorrect checklist distributions, missing biometrics, and inadequate IT bandwidth. The reports also detailed a rise in "visa shopping"-a practice often driven by third-party travel agents who book appointments through member states perceived to have faster processing times, even if the traveler's primary destination is elsewhere. European embassies noted high "no-show" rates at VFS centres in cities like Ahmedabad, Chandigarh, and Jalandhar, alongside an influx of fake employment contracts and forged documents submitted by unauthorized brokers.
Diplomatic communications revealed that multiple EU nations have frequently confronted VFS regarding these operational lapses. According to the records, these interventions typically resulted in brief operational improvements followed by a relapse into previous deficiencies. Slovakia reportedly informed the EU delegation that it chose to transition to an alternative service provider due to "consistent problems" with VFS Global.
Aggressive Upselling Practices
The year-long investigation also focused heavily on the financial and commercial practices of VFS Global. Analysis of internal EU evaluations and customer receipts indicated that the company heavily relies on "value-added services" (VAS)-such as premium lounges, courier services, SMS alerts, and extended-hours passport collection-to drive its revenue.
Auditors in New Delhi noted that while information regarding the optional nature of these services was technically visible, it was not displayed clearly to applicants. Former employees interviewed during the investigation stated that staff were given strict commercial targets to pitch these extra paid services, occasionally leaving applicants with the impression that they were mandatory or would influence visa approval outcomes. Financial statements reviewed by investigators revealed that the value-added services business segment in India generated pre-tax profit margins reaching up to 70 percent.
VFS Global Outlines Oversight Measures
In response to the investigation, VFS Global strongly defended its operational integrity, stating that its services are fully transparent and subject to exceptional levels of governmental oversight.
The company emphasized that it operates as a trusted partner for 71 client governments across more than 160 countries. According to VFS Global, its operations undergo more than 10,000 independent and internal audits and assessments annually. The corporation maintained that structured remediation plans are swiftly enacted whenever deficiencies are formally identified.
Addressing the allegations surrounding value-added services, VFS Global stated that applicants are clearly informed across multiple online and physical touchpoints that these services are entirely optional and have zero bearing on visa processing times or embassy decisions. The firm reiterated that all service pricing is benchmarked and directly approved by its client governments, maintaining a strict zero-tolerance policy toward any form of staff coercion or misrepresentation.
Regarding the issues of appointment availability and data handling, VFS Global stated that the number of available slots and general visa parameters are entirely determined by sovereign governments. The company highlighted its ongoing anti-fraud awareness campaigns and multi-layered digital security architectures designed to prevent automated slot-blocking by third-party entities, adding that it continues to cooperate with local law enforcement to address unauthorized external actors.
