As per a report by Dainik Bhaskar, Rahee questioned whether the exploitation of farmers was driven exclusively by British colonial rulers or by local administrative staff such as patwaris seeking to fulfill official quotas. In 2004, Rahee successfully cleared the Uttar Pradesh Provincial Civil Service (PCS) examination. During his posting as District Social Welfare Officer in Muzaffarnagar in 2008, he uncovered a major scholarship and pension scam amounting to approximately 100 crore INR. In March 2009, he survived an assassination attempt in which he sustained seven gunshot wounds, including two to the face, resulting in the loss of vision in one eye and hearing in one ear.
