A disturbing video that went viral across social media networks, initially sparking public outrage against a government-run daycare facility in Panvel, was actually an assault perpetrated by the child's own mother, local law enforcement confirmed. The Navi Mumbai Police clarified the details following a fast-tracked investigation into the clip, which shows a two-year-old girl being violently kicked and struck. The incident occurred outside an Anganwadi center-a state-monitored rural childcare facility under the Integrated Child Development Services (ICDS)-located in Nandgaon village, Panvel.
The graphic video surfaced online on Thursday, showing a young girl crying helplessly on the steps of the daycare center before a woman kicks her heavily in the chest, causing the toddler to fall backward. Another woman is seen stepping in to lift the child off the stairs. Initial reports and social media posts widely misidentified the attacker as an Anganwadi worker. The footage triggered localized panic and intense condemnation from citizens' groups and regional child welfare advocates, who immediately demanded systemic reforms, psychiatric evaluation for childcare staff, and mandatory CCTV installations. Taking immediate cognizance of the viral footage, the Panvel City Police tracked down the family to verify the facts. Interrogations revealed that the woman administering the blows was the toddler's mother, not an employee of the facility. According to senior police officials, the confrontation began when the two-year-old repeatedly refused to enter the daycare center for her daily classes. The mother reportedly lost her temper and assaulted the child in a fit of rage. Law enforcement noted that the child did not sustain severe physical injuries during the episode.
The mother has since expressed remorse to investigators, claiming she acted blindly out of frustration. However, child safety activists emphasize that parental relation does not excuse physical abuse. Complaints have been forwarded to the National Commission for Protection of Child Rights (NCPCR) and the Chief Minister’s Office, citing explicit violations of Section 75 of the Juvenile Justice Act, which addresses cruelty to children. Nitin Thakare, Senior Inspector of the Panvel City Police, stated that authorities have officially recorded the woman's statement. The department has filed a detailed report to the State Child Welfare Committee (CWC) to seek statutory guidance on the appropriate legal charges and corrective actions moving forward. Authorities have additionally requested the public to cease circulating the graphic clip to protect the minor's identity.
