Delhi Police on Friday, October 16, served a notice to Cockroach Janta Party (CJP) founder Abhijeet Dipke, warning him against holding the proposed ‘Lehra Do Tiranga’ march at Central Park in Connaught Place without permission. Police cited prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) and the absence of clearance from the New Delhi Municipal Council (NDMC), warning that proceeding with the march could invite legal action.

The notice comes hours before the planned demonstration, scheduled for 5 pm, amid heightened security in central Delhi. The NDMC has also announced that Central Park will remain closed to the public on October 16 and 17. ‘Lehra Do Tiranga’ Protest Today: Delhi Police Tightens Security at Connaught Place Ahead of CJP Rally (Video).

Delhi Police Cite Section 163, Warn of Legal Action

According to police, restrictions under Section 163 of the BNSS are in force in Connaught Place and adjoining areas. The notice stated that the proposed Tiranga Yatra had not received the required permission from the NDMC.

Police clarified that carrying or displaying the national flag is not prohibited. However, organising an unauthorised procession or gathering a crowd in violation of the prevailing restrictions could lead to legal action. Dipke was also reminded to follow the Flag Code of India.

CJP Founder Questions Restrictions on Tiranga March

Dipke had called on people to assemble at Central Park with the national flag, describing the proposed march as a peaceful demonstration. He has questioned why a gathering centred on the Tricolour should face restrictions and maintained that seeking accountability from those in power is a democratic right.

The protest is part of the CJP’s ongoing campaign demanding the resignation of Chief Election Commissioner Gyanesh Kumar over alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls. The Election Commission has denied allegations of political bias in the electoral process. The demonstration is also linked to the detention of CJP leaders Ashutosh Ranka and Saurav Das, who were sent to five days of judicial custody following an earlier protest.

Central Park Closed as Security Is Tightened in Delhi

The NDMC’s decision to close Central Park for two days comes amid preparations for the planned march. Delhi Police have cited the prevailing security situation and concerns raised by traders and market associations about the impact of large gatherings on businesses in Connaught Place.

Police have indicated that a limited group could be facilitated to display the national flag and sing the national anthem at a suitable alternative location, subject to the applicable restrictions. The latest notice marks a further escalation in the dispute over the CJP’s proposed demonstration. Whether the march proceeds as planned remains subject to the restrictions and police directions in force.
