The scheme is primarily applicable to babies born in Tamil Nadu government hospitals. According to the government guidelines, the mother must be a permanent resident of Tamil Nadu. The mother must also have registration under the Pregnancy and Infant Cohort Monitoring and Evaluation (PICME) system and an RCH identification number. The guidelines have also expanded the scheme to cover certain babies abandoned in government facilities under the state's cradle baby scheme. In such cases, the district child protection officer will receive the ring on behalf of the child. Babies who die after admission to special newborn care units are also covered under the guidelines.

How Much Gold Will Newborns Get?

Each eligible newborn will receive a one-gram gold ring. The government has said the rings will have a unique serial number and will be supplied in tamper-proof packaging. The Health Minister had earlier clarified that the rings would be made of 916 hallmark gold, equivalent to 22-carat purity. The first phase has 1.28 lakh rings ready for distribution. The Tamil Nadu Medical Services Corporation has arranged procurement through jewellery companies, with Joyalukkas and Kalyan Jewellers reported to have been assigned supplies in a 70:30 ratio.

The Madras High Court recently dismissed a petition challenging the award of the tender to Joyalukkas, observing that the petitioner was not a tenderer and had not challenged the tender conditions themselves.

The state government has linked the initiative to maternal and child healthcare and efforts to encourage families to use government hospitals for childbirth. Tamil Nadu records around 7.8 lakh births annually, with nearly 99.9 per cent of deliveries taking place in institutions, according to figures cited by the state from the National Family Health Survey-6. Around 4.2 lakh births, or 53 per cent, take place in government hospitals. The government has therefore positioned the gold ring as both a welfare benefit for newborns and a symbolic recognition of births taking place within the public healthcare system.

What Happens to Babies Born Before September 28?

One of the key features of the scheme is its retrospective coverage. Babies born in eligible government hospitals from June 22, 2026, will be covered even though the scheme's formal launch is taking place on September 28. The state has made arrangements to distribute the rings to these children through designated centres.From the formal rollout, eligible newborns will receive the ring as part of the scheme's regular distribution process.
