The man suffered life-threatening injuries but has since stabilised, while Cisneros was pronounced dead at a hospital.
The attacks unfolded around 4:26 p.m. near West 42nd Street and Seventh Avenue, where police said Cisneros was threatening people while carrying two knives, ABC7NY reported. According to NYPD Commissioner Jessica Tisch, the man was approached after Cisneros pulled two knives from a bag and waved them. A witness told police that the weapons were taken from a red Target bag. The man was taken to Bellevue Hospital. Police said he was recovering after initially suffering life-threatening injuries.
Cisneros then went up Seventh Avenue toward 42nd Street and allegedly approached a 32-year-old woman. The woman was stabbed in the abdomen and was rushed to a hospital, where she died, police said. Tisch said the two stabbings occurred about 20 seconds apart and appeared to be random and unprovoked. “This was an extraordinarily dangerous situation unfolding in the heart of Times Square, the crossroads of the world,” Tisch said.
Police Confront Suspect Near NYPD Substation
After the second stabbing, Cisneros allegedly fled north toward the NYPD substation in Times Square. Witnesses flagged down officers, who confronted her, police said. Officers spent about four minutes attempting to get her to drop the knives and gave her numerous commands, according to Tisch.
"During the encounter, she told the officers, 'I'm not dropping anything. I would rather kill both of you.' She repeated, 'I will kill you,'" Tisch said. Police said Cisneros refused to comply. Officers deployed Tasers before two officers discharged their service weapons at about 4:27 p.m., striking her. Two knives were recovered from the scene, according to Tisch. The NYPD also released a photo of the recovered weapons.
Suspect Had Documented Mental Health History
Police identified the suspect as 49-year-old Pamela Cisneros of Queens. Tisch said Cisneros had a "documented mental health history" and described her as apparently emotionally disturbed. Authorities said the incident did not appear to be terror-related.
The circumstances leading up to the stabbings remain part of the investigation. Police said the attacks appeared to have been random and unprovoked.
NYPD Investigation Underway
New York City Mayor Zohran Mamdani praised the officers who responded to the incident and intervened before the attack could escalate further. "I want to thank the NYPD officers who stepped in and prevented a horrific attack from becoming even worse," New York City Mayor Zohran Mamdani said during the press briefing. "This is what the men and women of this department do every single day to keep our city safe."
The NYPD will conduct an internal investigation into the police shooting. Mamdani also said body-worn camera footage will be released to the public. The investigation will examine the circumstances surrounding both the stabbings and the officers' use of force.
