Ukrainian President Volodymyr Zelenskyy has accused Russia of continuing to attack Ukraine’s energy infrastructure despite US President Donald Trump’s announcement of an energy ceasefire, saying Moscow has ignored Washington’s call to halt strikes. Fresh Russian missile attacks on Kyiv have also heightened concerns over civilian safety and damage to critical infrastructure as Ukraine approaches the winter heating season.

Russia-Ukraine War: Zelenskyy Accuses Moscow of Ignoring Trump

Zelenskyy said Russia launched more than 100 weapons, including jet-powered drones, loitering munitions and ballistic missiles, during attacks spanning two days. According to the Ukrainian president, strikes affected 19 regions, damaging civilian and critical infrastructure. Donald Trump Says Russia, Ukraine Agree to Immediate ‘Energy Ceasefire’.

He said Ukraine had refrained from attacking Russian oil refineries and energy facilities for two days after Trump announced the proposed energy ceasefire, but Moscow had continued its attacks. “Russia did not heed the American President,” Zelenskyy said in a post on X, accusing Moscow of showing no intention of stopping strikes on Ukrainian infrastructure.

Russian Missile Strikes Hit Kyiv’s Energy Infrastructure

The latest attacks included ballistic missile strikes on Kyiv, where Russian forces hit a thermal power plant and a residential building. Kyiv Mayor Vitali Klitschko reported that two people were killed and 21 injured in the October 13 attack on the apartment building.

Further Russian strikes were reported on October 14, with the mayor saying one person was killed and another injured as energy facilities were also hit. Emergency services responded to the attacks while Ukrainian air defence systems attempted to intercept incoming missiles. Zelenskyy also criticised Ukraine’s Western partners for failing to provide an advance warning about the ballistic missile attack. He said timely intelligence about incoming missiles was essential to protecting civilians. Donald Trump Claims Russia-Ukraine Energy Ceasefire, Volodymyr Zelensky Says Deal Is ‘News to Me’.

What Is Trump’s Energy Ceasefire Proposal?

Trump announced that Russia and Ukraine had agreed to stop attacking each other’s energy infrastructure. However, the announcement came without clear public confirmation of a formal agreement from both sides, and Zelenskyy said Ukraine had initially learned about the proposal through media reports.

The dispute comes amid continuing tensions over the war, which began with Russia’s full-scale invasion of Ukraine in February 2022. Ukraine has repeatedly accused Russia of targeting power plants, gas facilities and other critical infrastructure, particularly as colder weather increases demand for electricity and heating.

Zelenskyy has said Kyiv remains willing to observe a reciprocal halt to attacks on energy infrastructure, but has called for stronger international pressure on Moscow to ensure compliance.
