The 8th Pay Commission is set to complete nine months since its constitution in August, marking the halfway point of its 18-month tenure. While the Commission continues consultations with employee unions, pensioners and other stakeholders, the fitment factor remains the most closely watched issue, as it will determine the revision in salaries and pensions for central government employees.
According to a report by Live Mint, the Commission has steadily progressed through its consultation process over the past year, with regional stakeholder meetings held most recently in Odisha and West Bengal. Fitment Factor Remains The Biggest Focus
The fitment factor continues to be the biggest area of interest for central government employees and pensioners, with employee unions and associations seeking a multiplier of more than 3.

Adhil Shetty, CEO, Bankbazaar, explains: “The final fitment factor will be based on the Pay Commission's recommendations and the government's decision. Until then, any estimates of the fitment factor or its fiscal impact are only indicative. While the outcome remains to be seen, any increase in government salaries could strengthen household cash flows, giving employees greater flexibility to build emergency savings, increase investments or accelerate loan repayments. However, employees should wait for the final decision before making financial commitments based on expectations of a higher salary.”
Consultation Process Progresses
The government's roadmap for the 8th Pay Commission has steadily advanced since the announcement of its formation on January 16, 2025. The Union Cabinet approved the Terms of Reference (ToR) on October 28, 2025, and the Commission was formally constituted on November 3, 2025, initiating the review of salaries, pensions, allowances and other service-related benefits.
Public consultations expanded with the launch of the Commission's official website and stakeholder portal in February 2026, followed by consultant engagement beginning in April.
The National Council–Joint Consultative Machinery (NC-JCM) submitted its memorandum on April 14, 2026, after which the Commission held its first formal meeting with the employee body on April 28, 2026. The deadline for submission of memoranda was later extended to June 15, 2026, to encourage wider stakeholder participation.
Regional Consultations Held In Odisha And West Bengal
The latest round of stakeholder consultations took place in Bhubaneswar, Odisha, on July 6-7, followed by meetings in Kolkata, West Bengal, on July 9-10.
These discussions brought together employee associations, unions, pensioners and other stakeholders to deliberate on issues related to the fitment factor, salaries, pensions, allowances and service conditions. The regional meetings are part of the Commission's nationwide consultation process aimed at gathering feedback before finalising its recommendations.
The 8th Pay Commission, headed by Justice Ranjana Prakash Desai, has not yet indicated any proposed fitment factor. The Commission is expected to submit its report by mid-2027, roughly 10 months from now. The government will take a final decision on the fitment factor and implementation of the revised pay structure only after receiving the Commission's recommendations.
