The directive, enforced under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, aims to tackle severe noise pollution, safeguard public health, and minimize traffic hazards during the upcoming festival period.
Under the fresh directives, law enforcement has prohibited vehicles modified to carry high-amplification acoustic setups, including loud sound units, top-mid-bass multi-speaker arrays, and plasma sound systems. However, authorities clarified that traditional or standard sound systems operating within the limits laid down by the Noise Pollution (Regulation and Control) Rules, 2000, are exempt from the ban. In a parallel directive, the police administration placed a blanket restriction on high-intensity beam and laser lights. According to police officials, these high-powered visual effects pose immediate health risks, including potential eye damage to spectators and temporary visual impairment for motorists, which significantly heightens the risk of road accidents during crowded street processions. To ensure compliance, festival committee office-bearers, event organizers, and equipment operators have been ordered to keep prohibited sound units and laser equipment sealed throughout the restriction periods. Sound system restrictions remain in force from September 3 through November 1, 2026, covering major regional festivals. Meanwhile, the order restricting beam and laser lights remains effective from September 3 to September 8, 2026. Nagpur Police warned that any violation of these orders will attract strict legal action under applicable statutory provisions.
