The Kyoto Vision seeks to reshape how scientific research is conducted, funded and supported, with participating countries calling for greater use of advanced AI and computing capabilities in research. The declaration identifies three broad priorities: improving institutions involved in scientific discovery, harnessing Super Intelligence for research and developing scientific talent. According to the White House, Super Intelligence can accelerate existing research tasks while also enabling new forms of scientific inquiry, including autonomous experimentation at scale. Countries Backing the Super Intelligence Initiative
Along with the United States, the 16 countries endorsing the Kyoto Vision are Argentina, Bulgaria, Chile, Cyprus, Germany, Greece, Indonesia, Italy, Japan, Kazakhstan, South Korea, New Zealand, Poland, Singapore, the United Arab Emirates and the United Kingdom. India is not among the countries listed as endorsing the declaration.

New Funding Models for Scientific Research
The declaration also calls for changes in the way scientific research is financed. The countries backed a broader mix of funding mechanisms, including long-duration research awards, rapid grants, prizes and challenges. The initiative further supports “metascience”, which uses empirical methods to examine how science is conducted, organised and funded in order to improve research outcomes.
Focus on Young Scientists and Research Talent
Another major component of the Kyoto Vision is investment in students and early-career researchers. The participating nations called for greater support for promising young researchers, including fellowships, hands-on training, cross-sector doctoral programmes and international research partnerships. The declaration said scientific progress increasingly depends not only on research ideas but also on people capable of operating and improving sophisticated scientific equipment and systems.
US Push for a New Era of AI-Driven Science
The initiative is part of a broader effort by the Trump administration to reshape the US research system around artificial intelligence, advanced computing and new models for scientific discovery. Kratsios said the way scientific discoveries are made is changing and described the Kyoto Vision as a call to adapt research institutions to that shift.
In July, Kratsios had submitted a report titled “Science: A New Golden Age” to President Donald Trump. The White House described it as the most comprehensive reconsideration of the US science and technology research enterprise in eight decades. The latest declaration comes as the Trump administration is also increasingly using the term “Super Intelligence” in its approach to advanced AI. On October 4, Trump announced the formation of a “Super Intelligence Force” to coordinate federal efforts to maintain US leadership in the technology.
The Kyoto Vision therefore represents a broader international push to integrate advanced AI capabilities, computing infrastructure and new research models into scientific discovery.
