Singapore: Man Who Burned 13-Year-Old Girl With Cigarette, Caned Her 24 Times During S*x Abuse Jailed 22 Years

A 27-year-old man who made a 13-year-old girl take part in violent s*x fetishes and encouraged her to prostitute herself was on July 6 sentenced to 22 years’ jail and 24 strokes of the cane. Foong Yong pleaded guilty in the High Court to six charges of statutory rape, while another 14 charges for various s*xual offences were considered during sentencing. Between May 2023 and July 2023, Foong engaged in multiple penetrative s*x acts with the victim on seven occasions, prosecutors told the court. The state prosecution, led by Deputy Public Prosecutors Nicholas Wuan and Mavis Ng, had sought a sentence of 22 to 26 years’ imprisonment alongside the maximum 24 strokes of the cane. The court heard that Foong befriended the victim on an online video conferencing platform in the early hours of May 19, 2023, and they agreed to meet for s*x at his home later that morning. In his bedroom, he handcuffed her and used a s*x toy on her before repeatedly slapping the girl and raping her.

The following day, Foong met the girl near Boon Keng MRT station and passed her a bag containing cosplay clothes and a s*x toy, instructing her to change and use the device in a nearby toilet. Upon nearing his home, Foong’s mother phoned him to state she would be home soon. Foong then took the girl to a staircase landing at a nearby block, where he raped her. During these acts, Foong began to smoke and burned the victim’s buttocks with his lit cigarette, leaving burn marks, and choked her until she became light-headed. He later took her to his residence for further s*xual acts.

Following the assaults, Foong asked the victim to lend him around USD 200 to $300, exploiting her naivety by suggesting that she have paid s*x with other men so that she could lend him money. To convince the victim, he said that she “would be losing out” if she did not because other people charged men for s*xual services. He also suggested that she could charge more for customers who refused to use a condom.

After the girl agreed to provide s*xual services, Foong drew up a list detailing how much she should charge for specific s*xual acts. He subsequently publicised the victim’s Telegram username and her offer of s*xual services on two online platforms. Foong received approximately USD 3,000 from her earnings, collected either in cash or through PayLah transfers from various strangers. Some time before June 5, 2023, he stopped advertising her details because he became lazy and the girl requested a break from the services, though he continued to meet her for s*x.

Between June 1 and June 5, 2023, Foong threatened to leak the victim's naked pictures and videos online if she did not give him USD 5,000. On June 5, the victim met a man for s*x in Bedok, but the individual did not pay her. When she texted Foong to apologise, he told her to “chill”. They later met for s*x at his home, but the victim left after he slapped her.

The exploitation continued into July. In the early morning of July 9, Foong came across videos of the victim while scrolling through a Telegram channel focused on s*xual content, which he forwarded to her. He ordered her to come to his place, and the two subsequently had s*x at a staircase landing of the block.

Later that day, the victim texted Foong to express fear that she might be pregnant. The following morning, the victim disclosed the abuse to her mother, stating that she had been raped. Her mother lodged a police report the same day, leading to Foong's immediate arrest.
