The accused officer, identified as Arun Kumar Biswal, an Additional Secretary in the Odisha Transport and Commerce Department, was taken into custody after police found prima facie evidence during a preliminary investigation.
According to police sources, the incident occurred around 2:00 AM on Friday when the officer allegedly entered the woman’s residence in Bhubaneswar without consent. In her complaint filed at the Kharvelnagar police station, the victim stated that the officer physically assaulted her, created a disruption at her home, and threatened her with dire consequences if she alerted authorities. She managed to contact emergency services via the 112 police helpline, after which a Police Control Room (PCR) team arrived at the scene and rescued her. Police registered a case against the accused under multiple stringent provisions, including charges of rape, attempt to murder, voluntarily causing hurt, obscene conduct, and criminal intimidation. Officers recorded the woman's statement and conducted medical examinations for both the victim and the accused before producing the officer in court. During interrogation, the officer dismissed the allegations as baseless and claimed he was being framed in a personal dispute, alleging blackmail over a prior relationship. Legal counsel representing the officer also maintained that he was falsely implicated. Meanwhile, departmental officials declined to issue a formal statement regarding the arrest, noting that the case remains a police matter and that the department does not endorse any unlawful conduct.
