Constant Hall, a central academic hub on the Norfolk campus, became the focal point of a massive law enforcement response. Surveillance and witness reports indicate that the suspect opened fire inside the building, causing a chaotic scene as students barricaded themselves in classrooms.

By 12:10 pm, the university issued an "all clear" notification, stating that the active threat had ended. The security protocols extended beyond the ODU campus as a precautionary measure. Norfolk Public Schools placed three nearby institutions, Larchmont Elementary, James Monroe Elementary, and W.H. Taylor Elementary, on a "secure hold."

A spokesperson for the school district confirmed that all students and staff at these locations remained safe and followed established safety protocols until the "all clear" was given by city police.

In the wake of the shooting, Old Dominion University suspended all main campus operations for Thursday, March 12. Counseling and psychological services have been made available to students and staff affected by the morning's events.

"Our primary focus is the safety and well-being of our Monarch community," said Kimberly Osborne, Vice President for University Communications. The university is expected to provide more details regarding the suspect's motive and the recovery status of the victims in a forthcoming press briefing.
