In a significant escalation against transnational organized crime, United States federal authorities have formally charged jailed Indian gangster Lawrence Bishnoi and his key associate, Satinderjeet Singh, alias Goldy Brar, with ordering the June 2023 assassination of Canadian Sikh citizen Hardeep Singh Nijjar.

The development comes alongside the execution of "Operation Hardball," a coordinated multinational crackdown spanning the US, Canada, and Europe, which resulted in the arrests of 24 individuals linked to India-based organized crime groups. The legal action provides new details regarding the high-profile killing of Nijjar, referred to as "HSN" in official US court documents, who was shot dead outside a gurdwara in Surrey, British Columbia, on June 18, 2023. While Canada identified Nijjar as a Canadian citizen, the Indian government had previously designated him a Khalistani extremist and terrorist. The assassination caused a severe diplomatic fracture between India and Canada, specifically after Canadian Prime Minister Justin Trudeau publicly stated there were "credible allegations" linking the Indian government to the killing. The fresh US charges firmly connect the plot to the Bishnoi network, which operates dynamically across international borders.

Global Law Enforcement Launches 'Operation Hardball'

According to the FBI, the coordinated action named 'Operation Hardball' targeted three India-based transnational organized crime groups: the Bishnoi, Bhagwanpuria, and Dhanda gangs. Within the United States, the operation led to 11 arrests in California, one in Indiana, and one in Georgia. Despite the scale of the sweep, the international dragnet is far from over. Agencies confirmed they are still actively hunting for 10 other fugitives, including seven in the United States, two in India, and one in Europe.

FBI Offers USD 50,000 Reward Amid Goldy Brar Manhunt

Central to the ongoing enforcement action is the hunt for Goldy Brar. On Wednesday, exactly two years after India designated him a terrorist, the FBI announced a substantial financial bounty for his capture.

"The FBI is offering a reward of up to USD 50,000 for information leading to the arrest of Satinderjeet Singh, wanted for his alleged involvement in the Lawrence Bishnoi Organized Crime Group, which is allegedly engaged in a variety of violent acts in Southern California, and across the United States and Canada," read the statement issued by the federal agency.

A native of Faridkot in Punjab, India, Brar originally entered Canada on a student visa in 2017 before moving his operations. The FBI has alleged that Goldy is based in the US and is the alleged leader of the group in North America. Following a deeper investigation, a federal arrest warrant was issued for him on July 1, 2026, in the United States District Court, Central District of California, Los Angeles. This came after he was charged with "Racketeer Influenced and Corrupt Organizations conspiracy, conspiracy to interfere and attempted interference with commerce by extortion, and conspiracy to distribute and possess with intent to distribute controlled substances," the agency added.

Transnational Operations: From Trafficking to Assassinations

US investigators reveal that Brar maintains extensive operational ties to Sacramento and Fresno in California, alongside established networks in Canada, India, and Mexico. The criminal network is accused of engaging in broad-spectrum violent illegalities.

According to the FBI, the syndicate's activities "include assassinations of political and religious figures, shootings, murders, kidnappings, extortions, assaults, and the trafficking of narcotics and weapons."

A criminal dossier compiled by Indian central agencies indicates a deeper nexus, associating Brar with Babbar Khalsa International, which is listed as a terrorist organization. The dossier states: "Goldy, backed by a cross-border agency, was involved in multiple killings and professes a radical ideology.

He figured in making threatening calls to pro-nationalist leaders, demanding ransom, and posting claims of killings on different social media platforms." It further notes that "He has been involved in the smuggling of high-grade arms, ammunition and explosive materials through drones from across the border and supplying them for carrying out killings, besides providing sharpshooters."

A Trail of High-Profile Killings

Before parting ways with Lawrence Bishnoi, Brar served as a vital cornerstone of the syndicate. He is highly sought after by Indian authorities as the alleged mastermind behind the high-profile murder of Punjabi singer Sidhu Moosewala, who was shot dead in Punjab’s Mansa district on May 29, 2022. Brar publicly claimed responsibility for Moosewala’s murder in a Facebook post, stating, "Sachin Bishnoi Dhattaranwali, Lawrence Bishnoi, and I are behind the killing of Sidhu Moosewala," citing the act as retaliation for the death of Youth Akali Dal leader Vicky Middukhera.

Additionally, Brar is implicated in an extensive extortion racket operating across Punjab and is believed to have played a definitive role in the murder of Youth Congress leader Gurlal Pehalwan. He also previously claimed responsibility for the November 2022 murder of Dera follower Pardeep Singh Kataria in Kotkapura. Kataria, an accused in the 2015 Bargari sacrilege case, was out on bail when he was assassinated at his shop by six individuals.

As a result of his extensive history of violence, the Indian government added him to the Fourth Schedule of the Unlawful Activities (Prevention) Act. Internationally, the Interpol Secretariat General in Lyon, France, has issued a Red Corner Notice against him, following an Indian non-bailable warrant issued on December 12, 2022, and a Look Out Circular dated June 15, 2022.
