The National Highways Authority of India (NHAI) has introduced a digital ‘Local Pass’ on the RajmargYatra mobile app, allowing eligible private vehicle users living within 20 km of a designated toll plaza to apply for the pass online without visiting the toll plaza. The facility has initially been launched at the Mundka-Bakkarwala Toll Plaza on Delhi’s Urban Extension Road-II (UER-II) and will be expanded to other toll plazas in phases.
The move is aimed particularly at commuters who regularly cross the same toll plaza. Who Can Apply For The Local Pass?
The digital Local Pass is available to residents living within a 20-km radius of an eligible toll plaza, subject to the applicable rules. It is intended for private vehicle users who regularly use the concerned toll point.

How To Apply Through RajmargYatra?
The Local Pass application can be completed through the RajmargYatra mobile app, eliminating the need to visit the toll plaza and submit physical documents.
After obtaining the user's consent, the system retrieves verified information from government digital platforms. DigiLocker is used to verify address-related details, while VAHAN provides vehicle information and details of the linked FASTag.
NHAI said GIS-based verification is also used to establish whether the applicant's residence falls within the eligible area. The digital process is designed to reduce manual documentation while improving convenience and transparency.
What Is MargMitra Help Centre?
Alongside the Local Pass, NHAI has introduced the ‘MargMitra’ Help Centre within the RajmargYatra app. The service functions as a digital assistance platform where highway users can seek information, raise complaints and track the progress of requests through a conversational interface.
Users can submit queries or grievances in any of the 22 Indian languages. The service provides assistance on FASTag recharge, KYC requirements, refunds, Annual Pass and Local Pass services, among other issues.
MargMitra also allows users to check FASTag blacklisting status, view pending e-Notices and report highway safety issues, including stalled vehicles and encroachments.
For complaints requiring intervention, the platform routes the issue to the concerned department and allows users to track its status. Users can also file an appeal if they are dissatisfied with the resolution.
RajmargYatra App Expands Toll Services
The Local Pass is the latest addition to NHAI's digital services for highway users. The RajmargYatra app was launched in 2023 as a unified platform providing highway information, FASTag-related services and complaint redressal.
NHAI has also previously introduced the FASTag Annual Pass through the app. As of June 2026, more than 77 lakh Annual Passes had been issued, according to government data.
With the new Local Pass facility, residents living near eligible toll plazas can now complete the application process digitally, while NHAI plans to extend the service to more locations.
