Pet Registration Mandatory in Jaipur, INR 5,000 Fine for Defaulters After September 30

The Jaipur Municipal Corporation (JMC) has issued new regulations making the registration of all pet dogs and cats mandatory across the city. Pet owners who fail to register their animals by September 30 face a penalty of up to INR 5,000 as civic authorities push to establish a comprehensive animal tracking system and eradicate rabies.

To give residents adequate time to comply, the civic body has provided a two-month grace period. Mandatory Vaccinations and Compliance Penalties

Under the revised framework, every pet dog and cat must receive its initial anti-rabies vaccination at three months of age, followed by mandatory annual booster shots. Up-to-date vaccination records will serve as a core requirement for securing and renewing a pet’s municipal registration.

While the primary deadline is September 30, failure to register by that date will incur a fine of up to ₹5,000. If an unregistered or non-compliant dog is impounded by civic authorities, owners will be charged a daily maintenance fee of ₹100.

Stricter Rules for Breeders and Pet Shops

The municipal guidelines also introduce tighter operational standards for pet businesses, including breeders, kennel operators, and pet shop owners:

• Mandatory AWBI Registration: All commercial establishments must register with the Animal Welfare Board of India (AWBI).

• Pre-Sale Registration: Every cat or dog must be registered with the JMC prior to sale or transfer.

• Affidavit for Young Animals: Buyers purchasing puppies or kittens under three months old must submit an affidavit committing to administer the anti-rabies vaccine once the animal reaches three months.

• Quarterly Reporting: Commercial entities must submit sales and acquisition records to the JMC every three months.

To assist residents with seamless registration, the JMC will host the city’s largest "Pet Carnival" on August 2, coinciding with Friendship Day.

The event will function as a one-stop service point offering on-the-spot pet registration, free anti-rabies vaccinations, veterinary health check-ups, and pet adoption services. Civic officials encourage pet owners across Jaipur to utilize the drive to ensure their animals are fully registered and vaccinated ahead of the September deadline.
