List of Directives for Officials on Treatment of MLAs and MPs

• Respect and Courtesy: Officials must rise and greet MLAs and MPs when they visit offices. Listen attentively to their concerns and assist as needed. Use polite and respectful language during telephone communication.
• Government Programmes and Invitations: Invite MLAs, MPs, and other dignitaries to major events such as inaugurations or bhumi pujas. Ensure correct printing of names in invitations and follow official seating protocols.
• Reserved Timings for Meetings: Department heads must allocate two hours on the first and third Thursdays of every month for meetings with MLAs, MPs, and local citizens. Urgent matters can be addressed outside these designated hours.
• Scheduling During Legislative Sessions: Avoid organising major local-level programmes while the legislative assembly is in session unless unavoidable.
• Compliance with Privileges Committee: Follow directions issued by the Legislature’s Privileges Committee promptly. Report any breach of legislative privilege and initiate disciplinary action if necessary.
• Correspondence Management: Maintain a separate physical or digital register for all correspondence from MLAs and MPs. Issue replies within two months; if delayed, inform the department head and the concerned legislator. Department heads must review pending correspondence every three months.
