New Delhi [India], June 27 (ANI): The Lok Sabha on Thursday passed the Homoeopathy Central Council (Amendment) Bill, 2019 amid opposition by Congress and other parties.The Bill seeks to extend the period for reconstitution of the Central Council for Her (CCH) from the existing period of one year to two years. It will enable the government to extend the tenure of the Board of Governors for a further period of one year with effect from May 17, 2019.Opposing the Bill, Congress leader Adhir Ranjan Chowdhury said there are many deficiencies in the present Bill and his party would cooperate in passing it once these are removed.He also moved statutory resolution which was negated by voice vote.Hitting out at the government for taking the ordinance route, he said the government seemed like "it was for the ordinance, of the ordinance, and by the ordinance."Seeking further examination of the proposed legislation, Chowdhury said there should be supervision mechanism for Homeopathy and Ayurvedic medical institutions.He also sought to know the number of Homeopathy colleges opened in the last five years and urged the government to develop homeopathy.Replying to the debate on the Bill, Minister of State for AYUSH, Shripad Yesso Naik, said the Bill will help the Central Council of Homoeopathy in exercising its powers and performing its functions.He said some malpractices by members of the council were taking place but there were no provisions in the law to curb them.An Ordinance was brought to take action against members involved in malpractices, he said.Naik said that the bill will prevent the opening of substandard courses in homoeopathy colleges and would help ensure transparency in the functioning of the Council.He said, 32 new Homoeopathy colleges have been opened after 2014 and now 236 are functional. He said the legislation will ensure the smooth functioning of the colleges.He also informed the House that a proposal related to setting up of Ayush hospitals in 150 districts have been cleared.The bill will help the Central Council of Homoeopathy in exercising the powers and performing functions of the Council.Participating in the debate BJP's Manoj Rajoria rejected the concerns raised by the opposition parties, saying that he himself is a Homoeopath doctor and the government is moving on the right path of reforming the homoeopathy council.RSP's N K Premachandran also opposed the bill and moved amendments in this regard but we're negated by voice vote.He said that recognition of homoeopathy institutions has been delayed for the past many years.
